Contractor Access to the Commerce Learning Center (CLC)

The Office of Personnel Management (OPM) issued a Training Policy Handbook restricting the use of government funds to train contractor personnel. As a result, NOAA does not routinely provide access to the CLC for non-government workers, unless required per policy guidelines.

If access is required, the contractor's Federal manager must access the NOAA Staff Directory (NSD) to request CLC access (see instructions below). NSD is set up so that only the NOAA manager whose name is linked to the contractor in the Directory can activate CLC access for him or her. System Administrators and other support representatives do not have the ability to create contractor accounts. Please do not use 24/7 support or System Administrator's personal/generic email boxes for this purpose.

To request CLC Access for Contractors:
(Must be done by the contractor's Federal Manager, as identified in NSD)

1) Go to https://nsd.rdc.noaa.gov/nsd to access the NOAA Staff Directory page.

2) Click on the LOGIN link located near the top right corner of the page.

3) Enter your login info. Your username is your NOAA email without the '@noaa.gov' and your password is the same as your NOAA email password.

4) Once logged in, click on your username located at the top right corner of the page. Once clicked, a drop-down menu will appear.

5) Click on My Reports. Then click on the CLC Access Report link - should be the first link on the NSD Reports page.

6) This page will only list non-NOAA Federal employees. Next to each record will be a CLC_FLAG checkbox. Click on the checkbox to enable/disable the employee's CLC access.

7) The changes will take affect in the NOAA Staff Directory immediately, though it may take up to a week for access to be granted to the CLC.
