What Program Best Fits Our Organization?

Program Overview Tenure
Pathways Internship Program Provides students in high schools, colleges, trade schools and other qualifying educational institutions the chance to explore Federal careers while completing their education. Varies
Pathways Recent Graduate Provides developmental experiences for recent grad's to explore possible careers in the civil service 1 year
Presidential Management Fellowship (PMF) It is the premier leadership development program for advanced degree (e.g., masters or professional degree) candidates 2 years

NOAA Line & Staff Office Program Requirements

Line Offices planning to convert Pathways Program participants must demonstrate that measures were taken to ensure an adequate number of permanent and/or term career ladder positions are available to allow conversion of the participants who successfully complete their Pathways Program requirements. Evidence of diligent annual workforce planning efforts must be demonstrated by the inclusion of a position funding approval request and submitted as part of the recruitment package. Therefore, the hiring managers/supervisors must submit a justification specifically detailing the circumstances when a participant who successfully completes the program, is terminated because of the unavailability of a permanent or term position.

All positions advertised under the Pathways Program, with the exception of PMF positions, must be advertised on the USAJOBS website and coordinated through the NOAA Workforce Management Office (WFMO). WFMO will post PMF appointment opportunities via the PMF Talent Acquisition System (TAS) throughout the year. Veterans Preference must be applied for NOAA Intern and Recent Graduate in the Pathways Programs.

All Pathways Program participants must sign a Participant Agreement that clearly identifies roles, responsibilities, evaluation procedures, conditions and limitations of the program and all parties involved. Any changes to the initial agreement that occur during the course of the appointment must be reflected by modifying the agreement.

Appointments to the Pathways Program must be made pursuant to the rules and regulations of the Schedule D appointing authority. Appointments are subject to all requirements and conditions that govern Federal employment, including investigations to establish an appointee's qualifications and suitability.
