COTR Level I - This two day course provides an overview of the acquisition process, essential elements of performance-based contracting, preparation and execution of key contract management principles, techniques, and procurement ethics. It focuses upon non-complex contract awards and task orders of $1M or less.

Audience: COTRs and Technical Points of Contact seeking certification for COTR Level I.


COTR Level II - This course focuses on improving contractor performance by enhancing COTR knowledge and practical application of contract management principles for contracts up to $10M or otherwise complex contract awards.

Audience: Personnel seeking COTR Level II training and related certification.


COTR Level III - This COTR course is designed for acquisitions exceeding $20M involving major studies and analyses, systems development, and support of service contracts.

Audience: Personnel Seeking COTR Level III certification.


COTR Refresher - The purpose of this training is to provide an update of the recent changes that affect COTR responsibilities. This course offers practical guidance on how to implement these changes to meet program needs within an evolving acquisition environment.

Audience: Current and potential COTRs seeking 8 hours of COTR refresher or advanced-level training for purposes of COTR re-certification.


Performance-Based Contracting - This course focuses upon developing the key document in performance-based contracting -- a performance-based work statement (PBWS) - and stresses legal do's and don'ts as well as procedures and steps for developing clear, complete, and concise PBWSs for new acquisitions and task orders.

Audience: Personnel responsible for preparing and/or reviewing performance-based contracting documents for new contracts and task orders.


Managing Federal Precurements - Skills for Project Managers:

  • Understand the complexity of a project and how to integrate into an overall project plan;
  • Gathering information and "Scoping" the Project;
  • Gaining an understanding of the resources needed for projects and project planning;
  • Typical Pitfalls - Security considerations/Managing "outside" resources;
  • Action planning and next steps.

Audience: NOAA Procurement professionals.


Purchase Card - Learn the rules and regulations of the purchase card program. Learn about spending limits and authorized transactions and become more secure in knowing how to apply the principles of integrity and ethics to protect yourself form personal liability.


Task Order Contracting - This course is about improving the placement and administration of task orders under Department of Commerce and other agency multiple award indefinite delivery indefinite quantity (MA/IDIQ) contracts through training of Commerce personnel responsible for generating work requirements, placing task orders, and monitoring the contractor's performance.

Audience: Personnel responsible for MA/IDIQ input and review of task order contracts including CORs, COTRs, task managers/monitors, inspectors, technical points of contact and contracting personnel.


Simplified Acquisition - This course is designed to ensure that attendees understand the basic rules and procedures applicable to making legal and otherwise proper purchases from required and Open Market sources.

Audience: Purchasing agents, order officials (e.g., purchase card holders), approving officials seeking to fulfill 4-day DOC simplified acquisition training requirement.


Simplified Acquisition - Refresher - This course is designed to ensure that attendees understand recent changes affecting simplified acquisitions.

Audience: Personnel who have already completed the Simplified Acquisition course but require updated training.


How do I register for a class?
To register for a class given at the SSMC Complex, use the NOAA Learning Center. In accordance with Federal law, all training requires supervisor approval. Please obtain supervisor approval prior to requesting training. You will receive confirmation from the NOAA Training Staff once your registration has been processed.
