Performance Management: The Two-Level System (Pass/Fail)

NOAA's policy and procedures for managing performance under the two-level system are governed by NAO 202-430.

Effective 10/01/2006, NOAA will be transitioning away from the two-level system. All NOAA employees (non-SES) will be covered by either the five-level system or the Demonstration Project. Those organizations which have not completed labor relations obligations prior to 10/01/2006 will move to their new performance management systems once these obligations have been completed.
