The Five-Level System: Performance Management Tracking System (PMTS)

The Performance Management Tracking System (PMTS) was implemented by DOC in late FY2006. The PMTS is simply an Excel spreadsheet used to track compliance with performance management milestones: 1) implementation of performance plans; 2) completion of progress reviews; and 3) completion of final appraisals. Each rating official with employees covered by the Commerce Alternative Personnel System or the Five-Level System must maintain a PMTS throughout each appraisal cycle.

After each of the aforementioned performance management milestones, each rating official must complete his or her PMTS so that each Line or Staff Office can submit one CD-431, certification report to WFMO by the deadlines listed below:

• December 7th - completion of performance plans for current cycle (except Wage Marines)
• December 14th - completion of ratings for previous cycle
• January 11 - completion of performance plans for Wage Marines
• May 30th - completion of progress reviews
  
  Note: If a deadline falls on a holiday or weekend, it moves to the next business day.
