NOAA Supervisory Resource Guide
Responsibility for Human Capital (HC) accountability is shared by senior NOAA leadership, line managers and WFMO officials. This includes ensuring that people are efficiently and effectively managed in support of NOAA’s mission accomplishment – in compliance with Merit System Principles and related HC rules and regulations. Implementation of the NOAA HC Accountability System will promote effective HC management by identifying and resolving problems before they impact NOAA’s employees or the accomplishment of the mission.
