NOAA Human Resources - Student Career Experience Program Page Heading

Student Career Experience Program (SCEP) is a program that provides
experience that is directly related to the student's educational program and
career goals. SCEP replaces the Cooperative Education Program (COOP).
Agreements developed under this component provide for a schedule of periods of
attendance at an accredited school combined with periods of career-related work
in a Federal agency.

- Academic Programs - To be considered for a SCEP appointment, the student
must be enrolled in a qualifying educational institution's SCEP/COOP
program.
(1) Y1M, Sch B213.3202(b), Baccalaureate Degree
(2) Y2M, Sch B213.3202(b), Graduate or Prof. Degree
(3) Y3M, Sch B213.3202(b), Associate Degree
(4) YBM, Sch B213.3202(b), High School Diploma
(5) YGM, Sch B213.3202(b), Vocational/Technical Certificate

- Student Eligibility - A prospective SCEP student must be enrolled and
recommended by the school's SCEP official.

- Work Schedules may be:
(1) Full-time/Alternating
(2) Part-time/Parallel
(3) Combination of Both

Each work experience must be planned consistent with the student's
academic studies or career goals and be designed to meet the minimum of
640 hours of career-related work required for conversion. Students must
be taking at least a half-time (as defined by the school) academic/vocational
or technical course load.

- Students are employed at grade levels commensurate with their education
and experience and are classified as student trainees in the appropriate
xx99 series. They earn sick and annual leave and are generally eligible
for retirement coverage. For rules on health and life insurance coverage
refer to 5 CFR 870.202, 890.102 and 890.502 or contact the Workforce Management Office. Payment of travel to and from the job and payment of study costs
may be paid by the agency.

- Promotions and pay increases are contingent upon the student's meeting
qualification standards for the higher grade, performance
management and position classification requirements of the
Department, and supervisory recommendations.

- Performance appraisals are required for SCEP students consistent with
the Department's Performance Management System.

- Students may work in the same agency with a relative when there is no
direct reporting relationship and the relative is not in a position to
influence or control any aspect of the student's employment.

- Appointments of participants who have met all the requirements of the
program may be non-competitively converted to career or career-
conditional appointments at any time within 120 days after satisfactory
completion of the requirements for his/her diploma, certificate or
degree.

Education Coordinator at their school.
