The National Institute of Standards and Technology (NIST) in Boulder,
Colorado, maintains an Applicant Supply File of candidates for
the critical shortage career paths, pay bands, and occupations
listed below. Applicant Supply file procedures are as follows:
- Applicants
must submit a separate application and the Applicant
General Information Form for each position for which
he/she is applying.Applications will be kept on file for
a period of 90 days.
- Applicants must submit a new application package for each additional
90-day period.
- There may not be any current job vacancies. Please check https://www.jobs.doc.gov for a list of current jobs available.
- Applicants will be contacted by NIST upon consideration for employment
to inform them of any additional factors that would be required
to meet minimum qualifications of a particular position.
- Term or temporary positions filled through the Applicant Supply
File may be extended without further competition up to a maximum
of 4 years for term appointments or 2 years for temporary appointments.
This implies no guarantee or promise that the appointment will
be extended.
- Applicants must be a U.S. citizen.
Occupations and Series
Scientific
and Engineering Positions: General Engineer, 801; Materials
Engineer, 806; Civil Engineer, 810; Mechanical Engineer, 830; Electrical
Engineer, 850; Computer Engineer, 854; Electronics Engineer, 855;
Chemical Engineer, 893; Metallurgist, 1321; Computer Scientist,
1550; ZP Pay Bands I through V (equivalent to GS-5 through GS-15).
Information Technology Specialist, 2210; Physical Scientist, 1301;
Physicist, 1310; Chemist, 1320; Mathematician, 1520; Mathematical
Statistician, 1529; ZP Pay Bands III through V (equivalent to GS-11
through GS-15).
Applicants with a Bachelor's degree with at least a 2.9 GPA (on
a scale of 4.0) or a Master's degree will qualify for Pay Bands
I and II.
Duties are to advise on, administer, supervise, or perform research
or other professional or scientific work or subordinate technical
work. Generally, appropriate professional work experience and specific
course work or education degrees are required for these occupations.

Support
Positions: Administrative Support Clerk/Assistant, 303;
Secretary, 318; Office Automation Clerk/Assistant, 326; Computer
Clerk/Assistant, 335; Editorial Clerk/Assistant, 1087. These positions
require typing, data transcription, or office automation; ZS Pay
Bands I through IV (equivalent to GS-1 through GS-8). Duties are
to administer, supervise, or perform work of a general clerical
or administrative nature for which special skills and knowledge,
such as typing or data entry, may be necessary. Please specify

Highly Qualified Candidates
Candidates applying for ZP positions at Pay Bands I and II, having
a Bachelor's degree with a 2.9 GPA (on a 4.0 scale) or having a
Master's degree.

Basis
for Rating: Applicants will be rated to determine basic
qualifications and may be ranked against the knowledge, skills
and abilities required by the positions being filled. The knowledge,
skills and abilities required will be related to technical competence;
technology application (the ability to use the tools, machines,
or equipment common to the field), and oral and/or written communication.
No written tests are required.
How
to Apply: Applicants should submit a resume; Optional
Application for Federal Employment, Form OF-612; or other written application
for each occupation and pay band; and transcripts must be submitted
if applying for Scientific and Engineering positions. Applicants
MUST also submit the Applicant General Information Form. Applications
and Resumes that are received that do not include the Applicant
General Information Form will not be considered. Resumes should
include Social Security Number; citizenship; complete descriptions
of education and work experience including addresses of schools
and employers, dates of degrees and work experiences (month and
year), and names and phone numbers of supervisors; and a brief
description of special skills, training and awards. Applicants
claiming Veteran's Preference should submit appropriate proof to
support the claim such as form SF-15,
Claim for 10-Point Veteran's Preference, and/or DD-214. Applications will be maintained for
a period of 90 days. Applicants must submit a new application package
for each additional 90-day period.

Special
Information for Surplus and Displaced Federal Employees under
the Career Transition Assistance Plan (CTAP) and the Interagency
Career Transition Assistance Plan (ICTAP): All CTAP and ICTAP applicants
who meet the minimum qualifications for an occupation and Pay Band
will be considered well qualified if they score 90% or above when
Quality Ranking Factors are used. All CTAP and ICTAP applicants
will be given an opportunity to address the Quality Ranking Factors
and Selective Factors when used.
To receive special selection priority, an eligible surplus or
displaced employee must occupy, or be scheduled to be separated
from his/her position within the same local commuting area and
be at the same grade level with the same known promotion potential
(KPP) as the vacancy. In addition, all eligible surplus and displaced
employees must submit the following as proof of eligibility for
special selection priority:

RIF
separation notice or notice of proposed removal for declining
a directed reassignment or transfer of function outside
the local commuting area; |
| 2. |
Documentation,
e.g., SF-50, Notification of Personnel Action, showing
that they were separated as a result of reduction in force,
or for declining a transfer of function or directed reassignment
to another commuting area; |
| 3. |
Current
performance rating of record with at least a fully successful
or equivalent rating; |
| 4. |
Certificate
of expected separation or other official notice from the
agency indicating that the employee is surplus or eligible
for discontinued service retirement; or |
| 5. |
Other
official agency certification identifying the employee
as being in a surplus organization or occupation; |
| 6. |
Official
certification from an agency stating that it cannot place
an individual whose injury compensation has been or is
being terminated; |
| 7. |
Official
notification from OPM that an individual's disability annuity
has been or is being terminated; or |
| 8. |
Official
notification from the Military Department or National Guard
Bureau that the employee has retired under 5 U.S.C. 8337(h)
or 8456 |
NIST will advise, in writing, those surplus and displaced employees
whose applications are still current the results of their application,
and whether or not they were found to be well-qualified. If they
are not found to be well qualified, the notice will include information
on the results of an independent, second review. If an applicant
is found to be well-qualified and another well-qualified surplus
or displaced candidate is selected, the applicant will be so advised.
