A Quality Step Increase is a faster than normal within-grade increase (WGI) used to reward GWPAS employees at all gradelevels who display high-quality performance throughout the appraisal cycle.
Under
NOAA's two-level performance management system, QSIs are
the only performance awards linked to the rating period.
