The NLS is designed for NOAA employees with an interest in:
Gaining knowledge and insight of current NOAA initiatives and business drivers, including the importance of outreach, the purpose of the goal teams, and the PPBES process.
Networking with NOAA senior leaders and other participants.
Learning and enhancing effective leadership skills.
NLS Target Audience:
The target audience for the NLS is GS 13-14s (or equivalents), nominated by their Line/Corporate Offices (LOs/COs). Individual LOs/COs may determine that GS-12 and GS-15 (or equivalent) candidates would also benefit from attending the NLS.
LOs/COs will be developing their attendee lists for the 2008 NLS from April – June, 2008. If you have questions about this process, please contact your NLS LO/CO Coordinator.
Attendance at the NLS is limited to once every three years per participant. Therefore, if an employee attended one of the events listed below, they will not be eligible to attend another NLS until at least the 2009 NLS:
August 27-30, 2007 NLS
August 28-31, 2006 NLS, or the
August 22-25, 2005 Mid-Level Retreat (MLR)
If an employee attended one of the first three NLS events listed below and have not attended a subsequent NLS event, they are now eligible to attend the 2008 NLS or a subsequent NLS event:
March 21-24, 2005 NLS
August 24-26, 2004 NLS, or the
October 21-23, 2003 MLR
Attendee nominations lists are compared to previous NLS/MLR rosters and ‘repeaters’ are identified.
NLS Registration:
Attendees are required to complete their own registration, which includes the following two steps:
Secure a room reservation with the Airlie Center (Airlie).*
Prepare a travel authorization and voucher.
Step 1 must be completed by Friday, July 11, 2008. Step 2 must be completed prior to arriving at the NLS. Instructions on how to complete these steps via the Commerce Learning Center @ NOAA at: https://doc.learn.com/noaa were sent to attendees on Thursday, June 26, 2008 by Tracy Scott, the NLS Program Manager.
*Please note that reservations with Airlie are non-refundable. The attendees’ credit card will be charged the full package cost on the day of his/her scheduled arrival. Attendees will be charged in the event of cancellation prior to the event, if they fail to attend, if they leave early, or if they arrive late. Airlie is a dedicated conference center and does not operate as a hotel would in terms of cancellations and refunds. Therefore, the cost to attend the meeting is not reduced by shortened stays or missed sessions. Attendees must agree to these terms to complete their reservations.
Each LO/CO has been allocated a set number of slots for the NLS. If an attendee is not available to attend, needs to cancel their registration after they make it, or unexpectedly arrives late or leaves early, it is very important that they notify their NLS LO/CO Coordinator as soon as possible so that they can offer the slot to another employee.
NLS Prerequisites:
NLS participants must complete the following required prerequisites prior to arriving at Airlie. Instructions, submission requirements and links to documents/courses are included on each attendee’s NLS Development Plan in the Commerce Learning Center @ NOAA:
Written Assignment: Prepare a one-page written leadership example for the "Leadership in Action: Working Together Across NOAA" break out group exercise.
Research and Reading Assignment: Research and Reading Assignment: This assignment includes a research assignment and two reading tasks. Attendees must identify which goal team and program his/her office is associated with, they must read the NOAA Strategic Plan for 2006 – 2011, and they must be familiar with their Goal Team’s five year objectives and milestones.
