What are the objectives of the MLR?

The Mid-Level Retreat (MLR) is designed for NOAA employees with an interest in:

Hearing directly from NOAA senior leaders on the importance of working together as One NOAA to solve cross-cutting issues.
Sharing best practices on how to successfully contribute to One NOAA with other Retreat participants.
Enhancing participants’ knowledge of ways to solve cross-cutting issues by working with employees from other Line Offices (LOs)/Staff Offices (SOs).
Communicating and networking with other Retreat participants.

Please note that this is not a leadership development training program.


 

Who should attend the MLR?

The target audience for the MLR is GS 13-14s (or equivalents), nominated by their LO/SO.  Individual LOs/SOs may determine that GS-15 candidates would also benefit from the MLR.

Attendance at the MLR is limited to once every three years per participant.  Therefore, if an employee attended the NOAA Mid-Level Retreat (October 21-23, 2003), the NOAA Leadership Seminar (NLS) (August 24-26, 2004), and/or the NLS (March 21-24, 2005), that employee will not be eligible to attend this Retreat until at least 2006.
 


 

What is the format of the MLR?

The MLR covers two major themes, One NOAA Success Stories and Working Together to Meet NOAA’s Missions.  These themes are explored through:
Presentations from NOAA Senior Leaders..
Daily break out group exercises where participants from multiple LOs/SOs work together to share success stories and develop recommendations for a current NOAA issue.
Concurrent sessions where participants select from a variety of One NOAA Success Story presentations to attend to meet their individual needs and interests.


What are the prerequisites that must be completed prior to attending the MLR?

Participants who plan to attend the Retreat must complete the following prerequisites prior to arriving at the Airlie Center:
Read the NOAA Strategic Plan
Complete the NOAA Business Model E-Module (COMING SOON!)
Review the NOAA 101 Power Point Presentation
Review the PPBES Power Point Presentation
Prepare a “One NOAA Success Story” to share at the Retreat
Be prepared to ask at least one question to NOAA Senior Leaders during the
Q&A portion of one of their presentations.

Specific guidance on the Retreat Prerequisites will be e-mailed to MLR participants several weeks prior to the event.
 


 

When is the MLR being held?

The MLR starts on Monday, August 22, 2005 at 4:30 p.m. and concludes on
Thursday, August 25, 2005 at 3:00 p.m.

 


 

Where is the MLR being held?


The MLR is held at the Airlie Center in Warrenton, VA.  Information about the conference center and travel information can be found at the Airlie Center web site.  Note that the Airlie Center is about 45 minutes from Dulles Airport and an hour from Reagan National Airport, during non-rush hours.  It is suggested you rent a car at the airport rather than take a taxi due to the potential cost of the taxi fare.  You will find more travel information on the Airlie Center web site.
 


 

What is the dress code and what should I bring?

The dress code for the entire Retreat is Business Casual.  It is suggested you bring an umbrella as you will be walking from your lodging to the Retreat events.  There are walking trails, bikes and bike paths, fishing poles and ponds, as well as an outdoor pool available for your use during the Retreat (weather permitting).
 


 

When is check-in?

Check-in at the Airlie Center is from 2:00 p.m. to 4:15 p.m. on Monday, August 22, 2005.  The MLR starts at 4:30 p.m. that day.  Please note that registration for the concurrent sessions and the “Working Together to Meet NOAA’s Missions” break out group exercise also takes place during this time, and is on a first come, first serve basis.  The first meal will be dinner on Monday from 6:00 p.m. – 7:00 p.m.  Lunch is neither provided nor available on Monday, so please don't arrive hungry.  


 

When do I register for the concurrent sessions and the "Working Together to Meet NOAA's Missions" break out group exercise case study topics?

Registration for the concurrent sessions and for the “Working Together to Meet NOAA’s Missions” break out group exercise case study topics will take place during check-in/ registration at the Airlie Center from 2:00 pm to 4:15 pm on Monday, August 22, 2005.  Registration will take place on a first come, first serve basis, so please plan accordingly. 
 


What is the start time of the MLR?

The first Retreat session will be held from 4:30 p.m. – 5:30 p.m. on Monday, August 22, 2005.  
 


 

Is lodging available Sunday and Thursday nights at the Airlie Center for early arrival and/or late departure?

There are a limited number of lodging rooms available on Sunday and Thursday nights for early arrival or late departure participants.  Participants who stay over night on Sunday will be provided dinner on Sunday night, as well as breakfast and lunch on Monday.  Participants who stay over night Thursday will be provided dinner Thursday and breakfast on Friday morning.  The cost per night for either an early arrival or late departure is $175.00 and must be paid for separately by the Retreat attendee on their travel charge card and included on their travel orders.  
 


Are guests allowed?

This is a NOAA Employee only event.  Please do not bring guests.  If a participant disobeys this rule, the Airlie Center will charge that participant an additional $175 per day, which will be that participant’s personal responsibility to pay.

What is the cost of the MLR and what does the cost include?

The MLR costs $650 per participant.  This cost has been paid for by each participant's Office.  Included in this cost is lodging on Monday, Tuesday and Wednesday nights, and all meals starting with dinner on Monday night and ending with lunch on Thursday afternoon.

NOTE: If you are unable to attend the full MLR (including staying at the Airlie Center on Monday, Tuesday, and Wednesday nights), please consider postponing your participation and sending an alternate.  The $650 cost is a set cost, and is not reduced by shortened stays or missed sessions. 
 


 

Do I need travel orders or room reservations?

Each participant will need an official travel order whether you are local to DC or from a field or regional office.  All meals and lodging at the Airlie Center from Monday, August 22, dinner through Thursday, August 25, lunch are included in the $650 Retreat Fee, and should not be included on the travel order.
 


 

Do I need to make or confirm my room reservation?

No.  Once you have registered for the MLR, your room reservation for Monday, Tuesday, and Wednesday nights is automatically made.  NOAA has pre-booked a room for every participant, so you are guaranteed lodging.  Please do not call the Airlie Center, the MLR Program Manager, or your Line/Staff Office MLR Coordinator to confirm your reservation at the Airlie Center.

NOTE: If you have made an early arrival or a late departure reservation for Sunday or Thursday night with the Airlie Center, you may to confirm those registrations with the Airlie Sales Manager, Bernadette Mimna, at: (540) 341-3288.

Are telephones and DSL lines available in the lodging rooms at Airlie?

Yes - Local, toll-free, and calling card calls are free up to 60 minutes and 10 cents per minute after 60 minutes.  Long distance phone calls are 50 cents per minute.  It is suggested you use a calling card for long distance calls.  Please check with the Airlie Front Desk to verify current long distance rates.

High speed internet access is available in guest rooms at a cost of $9.95 for 24 hours.  There are data ports in each guest room for dial up modem access.  Please make sure your ISP number is a local number in order to avoid high long distance charges.  Also note that calls lasting over 60 minutes are charged 10 cents per minute after the first hour.  To avoid this charge, you can terminate the call before it reaches 60 minutes in length and reconnect after a few seconds.  Make sure to disconnect from the web when finished.
